I struggle with my Restrap 17 litre dry bag so I use it infrequently. One with a bleed valve would be nice. Any recommendations?

Hope I understand your requirement.
If you don't use it much I have 2 solutions.
1 is freezer bags from IKEA. They do 4 and 6 litre sizes. I find them ideal, are great for occasional bike packing.
2 for bigger items is a small vacuum storage bag. Just squeeze the air out and shut the valve.

I presume you mean the 17L bag that goes inside the Saddle Holster? The problem with these dry bags bags is the fact that they are shaped to fit into the holster and this is part of what makes them stable and less prone to swaying.
One possible alternative might be the drybag from the Topeak Backloader bag, which has an air valve. You should be able to buy them separately and they have a taper too them as well which might fit into the Restrap Holster without too much bother.
