I work on pre 50's bikes all the time and it took me ages to find a good pedal spanner. The problem with modern ones is that they are too thick to slot onto the vintage pedals. I have just bought a vintage "Terry's" pedal spanner and it's great. Only cost me £4 too and it's made in the era where things were built to last. Keep searching eBay and you should find one soon enough.
