alight so i'm an electrical noooob what does a resistor resist does it regulate voltage?
how could i decrease the voltage?

Yes, a resistor controls the current, the flow, not the voltage. What do you want to drop the voltage to/for?

i want to set up a standard old school lights dynamo and then wire it up to a charging lead for a garmin edge tourer that i will get one day
