Whilst in France last week I saw on a German registered 4 x 4 with a roofbar mounted cycle carrier which carried the cycles horizontally on the roof, but appeared to have a roofbar slide & tilt mechanism which allowed them to be slid out to the side of the vehicle, then tilted down to presumably a near vertical position for easy access alongside the car. I have spent hours scouring the internet for a manufacturer / supplier of such a fantastic device to no avail.
