Trailers, trikes, electric trikes and many others have been trialed, I think cost, security and load volume were issues.

Interesting, have they published their testing and results anywhere, or is it secrect squirrely need to know stuff?

I was thinking along lines of the Carry Freedom Large Y frame trailer. Can be locked to bike where it hitches and accomodate a large lockable box for the load carrying. Could even be treated as a moving drop box so still have panniers on bike and just transfer from lockbox occasionally. Not cheap but, in the numbers the RM would be looking at, I think it could be affordable. I can't see how it could be any less secure than the existing bike setups. The hitch point just attaches to rear axle so existing bikes would work fine.
