Rugby, Toulon and their signings

I don't follow either rugby code that much anymore due to time restrictions and league will always be my first choice rugby but I enjoy watching union when the opportunity arrives. This BBC website article mentioning the on going Willie Mason saga and a possible move to Toulon bafffled me? I'm starting to think this big money team love publicity more than the game. I had the NRL a few years ago on setanta and I've seen Willie Mason play his club games as well as internationals/origin games. He's a real talent in league but with the potential for off field problems. What I don't understand is when a union side spends big money on an aging league player. Sonny Bill Williams was young when he moved to Toulon and had years to learn the game (although the money that was paid would demand quick results) but this looks like a high profile league player who is nearing the end of a career looking at a big money move to a union side. I'm not deluded into thinking an aging league player is worth two union players. Does this confuse the union fans as much as me? I will concede it was another strange set of league rules and a bizarre attempt at jiggory pokery to get round the rules which left Mason looking at his options but this seems a little strange to me. There's a whole host of talented union stars of various ages who are missing out with these kinds of moves.
