I wonder if they are trying to get bikers (or anyone else) to either concentrate on what is going on or play safe. I don't think it makes much difference to the rest of us.

I really like the bus lanes on the A23 just South of Croydon which are restricted to busses and HGV's.
No idea why they do it but it is BRILLIANT.
The car drivers HATE it.

They aren't trying to do anything, the signs are out of date and incorrect and just haven't been budgeted for to be removed. if they want to make people concentrate i can think of better ways than confusing new riders that are neither experienced or confident.
