My experience of shopping areas in English towns and cities is that the traffic falls into line with whatever type of vehicle is the majority - as long as the road section does not look like a road.
So, if one car is trying to get through a busy pedestrian shopping area the car has to go at a slow pace as pedestrians randomly wander in front of the car. But if the cars turn into a stream of traffic, the pedestrian is on the back foot and can have trouble crossing the road.
