Is it true that the new 9000 11 speed cassette will not go on to previous wheels made for 10 speed cassettes?

If so is it a case of changing the freehub body?

Yes if Shimano, you need new wheels as the hubs have changed. No change if you have the likes of Mavic as the free hubs are longer, and you use a spacer with a 10 speed cassette.

Is that because those Shimano wheels only fit Shimano cassettes while other manufacturers make Shimano/Campagnolo freehubs and use a spacer with Shimano cassettes?

I asked the manufacturers of my wheels and they said they were too old and the cassette would not fit on. They are not Shimano and I know there is a spacer between the largest sprocket on the cassette and the freehub body. I am guessing the manufacturer has it wrong.
 
If the manufacturer said it, I would guess the spacer is there for another reason such as preventing the cassette from resting too close to the spokes. BTW. A freehub that will take a Campagnolo cassette will not take a Shimano or SRam cassette and vice versa.

So why is it that Mavic wheels will accept the 11 speed cassette? Are Mavic the only manufacturers other than Shimano who make 11 speed compatible wheels? I suspect not and I don't see any one explicitly stating their wheels are 11 speed compatible.
