No, those wheels say Tesco to me! What a brilliant idea, wouldn't want to cycle far on it though, the noise must be infuriating.

Just wondering if it might be possible to put a proper wheel on the front and retain the basket?

Front two are fixed, with only the rear ones able to swivel. Tyres appear to industrial usage as they're black, not your standard shopping trolley grey ones.
