I'm inclined to see it as being inclusive of religous / cultural sensitivity. In the bad old days we had Sikhs sacked to not wearing their bus conductors' hats or police helmets, but now it's rightly accommodated within a perfectly tidy professional uniform.

I do share some suspicion of what one might term "excessive" hijhab / burka as it may indeed have an element of oppression / coercion, but my above point still stands

It fails to meet the required standard and is therefore not legal PPE.
Would like to know where they'd stand if involved in any accident.

From the thumbnail, I thought it was a folded up sun umbrella.

I don't see an issue with it, apart from the need to wear sunglasses.

If you can't see her in the middle of the road, then the driver really would need an eye test and or a driving re-test.
