I'm inclined to see it as being inclusive of religous / cultural sensitivity. In the bad old days we had Sikhs sacked to not wearing their bus conductors' hats or police helmets, but now it's rightly accommodated within a perfectly tidy professional uniform.

I do share some suspicion of what one might term "excessive" hijhab / burka as it may indeed have an element of oppression / coercion, but my above point still stands

Sorry to disagree, this is chat after all, but I think that's awesome. I make a point of waving/saying 'hi' to the Lolly Pop professionals on my route (one is a bloke so it's not ladies).

It fails to meet the required standard and is therefore not legal PPE.
Would like to know where they'd stand if involved in any accident.

They do indeed. I was at the event in 2013 and I've never heard such a concentration of pretentious chatter, the language used in the art world really does make it an easy target.
