Best to use proper wheel nuts with a track frame, not QR skewers.

You can get away with using a front hex skewer on both road and track. Unless you are riding singlespeed (necessitates drilling for a rear brake), most axles are solid and require nuts. A QR in a horizontal dropout (ie many TT frames) is also more prone to axle slip without some form of chain tug...

Shedding a bit of weight with the skewers makes naff all difference to the performance of a bike. Non-rotational weight has little effect on the acceleration and it's the same when going uphill. Save your money....best way to lose some bike weight is lighter wheels and tyres.
