It has a quick release mechanism, rear light mounting plate, bungee anchor points and is adjustable lengthways along the beam. The post clamp is adjustable but is missing the thin plastic sheet used to prevent metal to metal contact between the clamp and the seat post

I'm 'sort of' interested but could you explain how it fixes i.e. the quick release bit. And what are those lugs at the bottom for?

The quick release bit is a cammed knob and lever which you twirl to take up the slack on a threaded post then push the cam lever home to do the final clamping. The clamp is two hinged substantial bits of metal

The lugs at the bottom are bungee anchor points. You hook the bungee hooks into them.
