Anything to be said for an elastic band / hairband to lock the front brake?

Locking the front brake won't do anything to solve @Flight 's problem, which as I understand it is the front wheel flopping around when the bike is parked up on its stand. As hinted by @alicat , the simplest cure would be a bungee, looped behind the seat post, and hooked on to each side of the handlebars. Maybe a bit of a faff, with the ever present potential for injury if it slips, but pretty much guaranteed to do the job.

Edit: from the Elephantbike website - "We love to chat about all things elephant bike so please call us on 01543 888494 if you have any questions." Maybe give them a call and see what they suggest?
