Whether legal or not.....(and I'd say not) what's the point?

Electric bikes I can understand, they can help people who have health issues (say) get back on a bike but petrol bikes surely if that is his lifestyle choice he should get a moped....

I know a guy who got a 3 year ban for drink driving and bought an electric bike he should have been banned off this as well and made to pedal!
