I don't know, and I also wondered about T4tomo's point.
And also whether it was a variant on the old seagull selling joke/stunt - someone flogging a bit of street furniture.
May be worth someone local checking it out - if genuine could be useful - I've often thought of getting one.

I bought a galvanised one brand new online for £35.

Went for the surface mounted, just a few 10mm concrete bolts. Easy to install and pretty solid.
