We always carry the tent rolled up in a panner along with other damp stuff like the stove, pans and mugs (and the tent nearly always is damp in the morning. If the weather's dry, we hang it out at lunchtime so that I'm only carrying all that water for half of the day, not all of it. It dries out very quickly once it's put up in the evening).
The poles are too long to go in a pannier, and go longways on the rear rack (in their bag, along with my thermarest chair kit thingy). If they went cross-ways, it would make it awkward to get into the panniers during the day.
I don't hold with rules, but I don't like having to strap dozens of small bags and packages onto the bike; I'd rather just have four panniers and the pole bag.
