3 second rule applies for me if I have good history on the surface onto which the food has fallen. In a public place, no. At home, yes, apart from if it has fallen near the cat food tray or bin.
I grew up with a mother who had fairly "basic" food hygiene though, so I don't worry about getting ill. She would often leave a cooked turkey in our single glazed front porch for a week over the Christmas period, stating that "it's as cold as a fridge out there". A thermometer proved otherwise, but all of us lived to tell the tale.
