I know he was in M*A*S*H (tv series, not film)

Nah, that guy's too young - he'd only have been 19 when Dirty Harry came out.

The bank robber was Albert Popwell who appeared in four of the Dirty Harry series of films, eventually playing his partner in Sudden Impact 12 years later.
