I would say it's nicked.
My Saracen has been stolen, briefly (as a scrote was seen cutting through my cable lock and 3 of us ran out of the pub and chased him off. We would have 'detained' him but he was waving 4 foot long bolt-croppers around and none of us fancied copping a whack off those and that was mid-afternoon)
MTB's like those seem to have an invisible 'steal me' sign floating above them that attracts the thieving element.

I'd be worried about riding that down a kerb, never mind a hill. It's little more than a blinged BSO with girders for suspension and wet sponge for springs, held together with a frame made from stale bread. Aside from the silhouette when you squint it bears no relation to an actual downhill MTB. Even back in the day it was more of a lookalike than an actual.

Do Sarecen make a bike with odd brakes, dodgy suspension etc.
Yep, quite a few actually. Mine was a pressie about 10 years ago, cost over £400 and the triple clamp forks weigh a ton but they combined with the discs front and rear looked the part and it is actually quite fun on forestry commission tracks (downhill only though, you need a truck like @Drago has to get back to the top)
At least mine is a hardtail so it doesn't bounce around too much.
