Useful site for roadworks and other planned engineering works I found the other day: http://roadworks.org/
However, nothing showing up for those roads for next 12 months.

I've just looked at my route and most of the roadworks I pass are there. Before I zoomed in I thought there was none in Bristol, which given Bristol water seem to have a continuous plan of digging up roads would be wrong!

What's a "Road Engineer"?

I hardly think that a Council would employ a degree trained employee to mark out the roads for repair.

I've no idea but I did say engineer or their minions

maybe not the Local authority, but lots of the utility companies send real engineers ( one chartered by the engineering council) to do surveys of their equipment.
