Tube to tyre sizing?

I have acquired some new 2.3 tyres but I already have 6 spare tubes that are 1.8 - 2.2.

Will it be okay to use them?

The tubes were probably labelled up to 2.2 becasue they thought nobody would be using larger tyres. Large 2.3, 2.4 and 2.5 tyres have only become common over the last 10 years.

Inflate the tube outside in the open air and if it expands to 2.5 inches across and doesn't go POP!; it'll be OK.
