I have two bikes with 27" wheels. My LBS (and also Halfords) stocks the correct tubes and I have seen sellers on Ebay list them. Failing that, I'm sure you could get away with a 622 x 25 - 32 (700) tube. It's only a radius difference of 4mm.

No doubt someone with a huge store of knowledge (Jimbo where are you?) will correct me but each country had different methods of determining wheel size on a bike. The 700C is actually an old French size and the rim size is actually 622mm in modern terms. The 27" wheel is an old English size and is 630mm in diameter in modern terms. The other example is the 26" MTB rim (559mm?)is an American size and is much smaller than the 26 x 1 3/8" (590mm?) used on English "light" roadsters.

700 x 28/32 and 27" x 1 1/8 inners are interchangable.

I don't have this size though, I buy 700 x 18/25 for 23 tyres.
I buy batches of 10 from Ribble which work out at £2.06 each when I buy 2 x Conti Gatorskins.

Try pumping one up floating in the air and see how big it gets. It'll go to about 48" x 3 1/2 before it bursts.
