Secker was found guilty in his absence at an earlier hearing of using a mobile while driving, having no insurance and not being in a position to have proper control.

I think they would be entirely justified in plucking the mobile from his hand and chucking into the middle of the other carriageway....

Well, if not with his kneews, either he's got three hands, or very clever genitalia....

I subscribe to the idea that the mobile is immediately confiscated by the Police, and if the driver is found guilty then the phone is destroyed. Separating the moron from their address list and leaving them with a nice fat worthless phone contract might have more effect than the threat of 3 points.
