I'm not sure what your point is? Are you saying undertaking is a good or bad thing?
 
Tip - If you are filtering in a built up area, look for the reflections of the traffic in the shop windows on your side of the road. It can buy you time and helps to see pedestrians crossing the road through the traffic.
 
It may be a lack of experience thing. Less experienced / less traffic-savvy cyclists seem to feel safer in all situations the closer they are to the kerb. It's a contradiction: by doing what they perceive as the 'safe' thing, they can actually place themselves in greater danger. But equally, if they lack the skills and confidence to ride outside the traffic, by artificailly making themselves do it, they would be in danger anyway.

The real skill is to recognise the potential danger in the situation, however they ride.

I undertake a lot although there's the benefit of a bus lane a lot of the time and a cycle lane most of the time

If there's room inside that's where I go

However I'm very careful at junctions, and very very careful when the vehicle I'm passing has stopped and left the junction clear, anyone that isn't is doomed

Which I'm guessing is the nub of this one

Still the turning driver's fault though, they have to be sure that nothing is coming, they can do it if they're prepared to do the turn in two stages
