Victoria Park lights

I cycle through Victoria Park (East London) on my commute. As I only started commmuting in May, I've not experienced riding in the dark and I've noticed that the route I take through the park (east/west path route along the top of the park) has no lights.

Does anybody know, when its starts being properly dark, can you still see or do I need to find a road alternative? If so, what's the standard alternative as this seems a very common route?

What will you do if there's a city-wide power failure? Surely it's better to get some decent lights and not rely on others' lighting?

As my commute is entirely in London I have lights (2 sets front/back) that can be very clearerly seen. However, they are not lights capable of lighting up the road sufficiently to see without street lights. Yes, I could cover myself for the eventuality of a city wide powerfailure, but think this is so unliklely as not to be an issue. If it were to happen and I simply could not see, I would happily be able to walk myself home.
