The charging system for a meter is that the waste volume charge is based on the fresh water usage.
Now if I used twice the water as my neighbour by watering my garden but used the loo the same amount then both my fresh water waste water charge is double even though I am using the waste disposal element the same.
This seems the root of the problem which is then addressed by collecting rain water or as we do, having our own septic tank. The water use element is quite low.
But I do agree with the OP, these are private companies and it is for them to finance their future works not us. That is why they were privatised. We don't get Marks and Spencer charging a bit more because they want a new shop.
