Because it was a metallic BMW (and they all are here) and the occupants were both uniformed officers.

They may have been on their way back from a strippers conference...or on the way to a fancy dress party.

Either way...they are pillocks and deserve to suffer the penalty just like the rest of us mere mortals (that, coming from an ex- Police officer's son)
