What is this bracket?

I found this in my bits box but have no idea what it came with or what it's for - any ideas?

How wide‘s the curly bit? Would it be half of a clamp fitting that might wrap around a seat stay to attach something?

Ah okay, there is a similar flat bracket of the same length that maybe works as a pair, so wrapping around a small tube makes sense. Possibly for a mudguard on a bike that has no rear mudguard bracket, I've vaguely read about adapters like that. I've bought N+1 mudguards over the years so could have come with one of those.

As long as it's not a Death Negator or anything like that. :smile:

Looks like part of a curtain rail fixing.
 
This is the bit I discard from SKS rear mudguards, and instead, fix them to the chainstay bridge with a bolt or a ziptie.
