I wouldn't have the bottle for either.

But to choose - cycling down a mountain must be scarier? At least snow is softish.

Both have more than I could cope with. I've done a lot sports requiring a measure of bottle but nothing near these two. If I was to give one as the most, I'd go with the skier: rough and unpredictable and those leave out the sheet ice.

I wouldn't like to do either but on balance I'd rather be the skier

I've had high speed (30 + mph) stacks on skis and on a bike. Both scary, but on snow you've usually got more margin for error if it all goes horribly wrong.
As a surface to hit at 50 mph, I'd take snow over tarmac any day.

Skier has the hardest physical job - no brakes at velocity...the cyclist does have a modicum of mechanical assistance, but still has to anticipate. Both are hazardous, and I always think of the brilliance (there, I said it about him) of Lance A when Beloki stacked on THAT downhill.

cyclist def. i'd rather have a broken leg skiing than road rash and broken bones

No, the down hill ski racers are on ice, and they don't have brakes... have you seen the body armour those guys wear, MTB's look unprotected by comparison, and they are at faster speeds, when the skier take the air they are travelling at speeds of over 70mph...
