Sorry wasn't trying to be snarky. It's supposed to be between 18-21 degrees tomorrow. Ive no frame of reference for cycling that long in the rain though so don't know if I'd get cold simply from being soaking wet for 5-6 hours.
I went from 25 degree heat to nearly frozen in 5 seconds once - LINK. Warm water is fine, cold water is NOT!

I wear a gilet on longer wet rides in warm weather. The front is windproof so keeps the chill off the core, the rear is mesh and the lack of arms helps circulate air so dries quicker.

What are your waterproofs like? eVent or Gore AS should be fine for however long you need to wear them; GoreTex will boil you.

Cheers for the help guys. Shoecovers were an excellent idea. Even after they eventually gave up and let water in it eventually turned into warm water as it had nowhere to go!
Couldn't find a light waterproof top in time so just decided to wing it and get wet. Didn't freeze to death anyway!

Even saw Traffic Droid waving from the crowds near Westminster! He must have been looking out for infractions during the event!
