I can't be there to watch him ride the bike, but you say it's too big, yet the seat post is still 3 or 4 inches out of the seat tube; the seat is quite a bit above the height of the bars. It appears fine to me from a photo. You take him and the bike down to a local pro fitter and see what they think instead of some idiot trying to figure it out from just a photo.

The bike fitter fit it to him. It’s still a size above his height on paper.

Interesting, I would have thought if that bike was too big they would had to drop the seat down all the way, and drop the height of the bars down. Is it the reach that's the problem? Because if it's the reach then the fitter should have recommended a much shorter stem. Without measuring it, it looks to be around a 90mm stem, if the reach is the problem then the fitter could have gone with a 31.8 mm stem or some other length. I'm thinking that the reach is the issue, because the STUPID fitter slid the saddle all the way forward, and what should have been done was to buy and install a shorter stem before slamming the seat forward like that.

Again, I'm not there to see him ride the bike, but the photo appears to be hinting that the reach is too far, and that can be corrected with a much shorter stem, and then readjust the saddle if needed.

There are even seat post that will allow the positioning of the saddle into a more forward position, like a zero offset to set forward seat posts. Redshift Sports makes a dual position seat post with the section that attaches to the seat rail can move forward to 34mm past zero offset, or move back past zero offset to 16mm.

But from the appearance of the bike, he got a bad fitter.

It’s hard to say without him on it. I’d guess the fitter took his money and ran.
I remember my bike fit and it was a bank holiday, he couldn’t be ar$ed trying out the stem length jig. Just wanted to roughly get the video of a better position & get me gone. £130 for almost an hour. It’s good work if you can get it.

He loves his Specialized Sirrus X 5.0 Hybrid Bike. Looks a bit crazy but he’s over the moon with it.
Putting a rack on & touring soon.

This is the most important part, surely?. He likes it, he will ride it. We can sit here and judge all we like from pics and sling the mud about the fitter, but we aren't riding it. If, in the long term it causes him problems with knees and hips etc. from being a bad fit, THEN is the time to bother about it and adjust things (but sharpish, before they cause lasting issues!).
