IIRC my Specialized Dolce was not much more new (and a quick google shows them at <£600) and it has been fine on the rough Bucks roads and tracks such as that round Richmond Park (gravel/tree roots/packed earth) even on thin tyres. Gears are OK for most of round here, and you know I'm not a particularly strong climber! A secondhand one should be within your budget.
