I like your thinking, but "A spokeswoman for the International Olympic Committee said the question of the Rio Games being moved to London was a “non-starter and unfeasible”."

I think the decision to award Rio the Olympics just 2 years after the World Cup is now looking a bit silly. I doubt many countries could pull that sort of project off And the death toll for the World Cup works has now reached 8.
