I'm around 5ft 11, and have an inside leg measurement of around 30", what size road frame would I need?

I've found that most of them are different. I'm a 58 on Trek bikes but a 56 on a Spesh bike, best bet would be to go to a LBS and just try one out.

The one that fits! That fitment will actually vary between bikes due to the frame geometry. Unfortunately unless you've had a bike fitting & know the measurements there's not much you can do besides get on the bike and see if you can get truly comfortable on the bike.

Frame sizes are only a very loose guide, as top tube length is just as important as seat tube length. Go and try as many bikes as you can Sam.
