Well ain't it more exact to say cyclist run over?
Relative to a cars speed cyclists and pedestrians are as good as stationary.

In Netherlands, Denmark, and Germany the car driver is almost always legally responsible. Likewise I think the cyclist is legally responsible if he hits a pedestrian.

I would call that road discipline, something that seems to be very missing from current dangerous hysteria.

Similar sentiments.
"The criminal justice system is failing to protect cyclists and pedestrians, according to campaigners."

"Members of Cycle Law Scotland want the government to introduce a system of "presumed liability" in civil cases.
In such cases, the motorist would be presumed to be liable for injury, damages or loss unless they could prove otherwise."

I think that 'think horse' campaign was a vain attempt to change the high risk overtake driver attitude.

"A Transport Scotland spokeswoman said: "There does not appear to be any robust evidence to suggest that the introduction of presumed liability would improve safety."

So, Transport Scotland is a common sense free zone.

But a) he wasn't run over and b) the bus wasn't moving. So no it wouldn't be more correct.
