Depends on your shifter, tiagra and below has adjuster on them, anything above will need one to make setting front mech easier if you haven't got one on your down tube already?
As above, you can do without them especially on the rear, but it's hard to get the front mech cable taut just by pulling it through with a pair of pliers.
@bpsmith No need for a chain stretcher tool. You can position the derailleur (front or rear) and then move to a smaller ring/cog, but without turning the pedals. This then creates sufficient slack in the cable to tension it easily by hand.
