I believe such tyres are safer than summer tyres even around 3'c; the South of England is already getting those temps this week, so you'll get some benefit, even if your area dodges snow/ice this winter. Having crashed a car on ice, I can tell you that in hindsight I'd have paid a LOT for tyres that would have saved me that night!

Yes until April 2023 i believe. After that i'll burn £20 notes which will be cheaper anyway.

I bought some thermal mitts last year and didn't use them once. Might give them a test drive this week, it's a fairly brassic 3c at the moment.
