If total budget is 5k then in some respects the sensible option is 4k for the bike (whether buying complete or building up from frame and components) and then the rest for a 2nd set of wheels. For a race bike i always like to have one set shallow and one set deep. I use the deep for racing most of the time, but take them off and use the lighter shallow ones if it is going to be hilly. Or put the shallow on the front if heavy winds are forecast.
