1937 Carlton Flyer

I bought a small collection of bikes a few years ago at auction, kept what I wanted but have a frame that has been hand painted with orange gloss paint, it is labelled as a 1937 Carltomn Flyer. Near side rear drop out has what looks like a lower case o then digits 9540. Can anyone help with identification

It certainly has been modded over the years, there are a few feature which I recognsie in a frame from the 40s, without delving around I cannot verifiy if this is indeed a Carlton...
