In the late 50’s category it could be those travelling relatively short distances to or from work, potentially in early morning or late evening darkness. I’ve witnessed this, with some riding ill maintained cycles and as often as not without adequate lighting. These lot can also be seen using the pavements extensively, then crossing the path of traffic without due care.
Although this is all conjecture generalisation & stereotyping!
