28-35mm tubes in 38mm tyres - would you?

Scenario:
2 new tyres - Tubeless compatible but due to some issues I may run them initially with tubes. Tyres are Panracer Gravel King SK 622-40 (38mm actual width and broadly described as 700x38c). Tubes available are rated as 28-35... would the panel use these? My common sense tells me that if it rated to 35mm it will run ok at 38mm providing enough pressure, afterall we are only talking about a 1.5mm each side increase in tyre width. I am expecting most people to suck air through their teeth and say no way, get tubes rated to at least 38mm if not 40mm but curious as to the opinion of others and the assessment of risk...

I would use them, with 38mm tyres you're not going to be pumping up to 100+ PSI (maybe 60?). Not sure what the risk would be?

Correct - psi with tubes is likely to be 60 ish maybe a tad more but certainly under 75
The risk is of being mocked by those who know better...
