The standard 700C wheel size is the largest that will fit into a traditional med/male frame of good design. To make smaller frames with big wheels you have to bodge the geometry and you end up with a bike that is awkward and handles badly.
Small rider->small frame->small wheels.

26"MTB. The former gobal standard is still really good and you can get road ( but not race) tyres from 1" and wider.
27.5" or 650b. The former French utility wheel now reborn as a smaller off road size but bigger than 26. Lack of commuting style tyres in bike shops.

650c: niche small road racing size: lack of med tyres

For 5" rider I would recommend 26" MTB wheel size.
26MTB road bikes are not common but

I am based in Surrey :smile:

Just seen this, answered a question I was about to ask, as I have a Specialized Hotrock, given to me by my LBS - but I'm in Leicester and it would need a fair bit of tlc.
I've no idea whether it'd be suitable, but it'd be a freebie, so no ££ loss if you'd been local ... best of luck.
