Just to point out, the phrase "designed with cost at a premium" would mean it was very expensive. Do you mean the opposite?

Well Stu, it depends on what you mean by expensive. As you well know, my trusty, aged steel bike has been described as rusty rather than trusty. So for me, $ 20 me could be considered expensive, and I don't think cardboard will rust as much!
