A puzzling hill

Perhaps the most famous magnetic hill in the world is the Electric Brae in Ayrshire, Scotland - park your car at the bottom of the hill, in neutral with the handbrake off and it will roll uphill!
We have something similar here in Korat and I am puzzled by it!
If I am heading east, I have to turn left onto Hwy 2 (main road from Bangkok to the east), make a U turn under the flyover and continue on Hwy 2. The road goes downhill, flattens out at the bend then goes uphill but I and other cyclists have noticed that if we keep the same cadence, we slow down going downhill and speed up going uphill!
I have checked the elevation and, on the GPS, there is no change but why the slow downhill and the faster uphill?

Probably to do with your perception.
The landscape around the road gives the impression that you are pointing downhill whereas you are either lever or in fact pointing slightly uphill. The opposite effect if you are facing the other way.

Either that or you should lay off the sauce.^_^

There's been a westerly (blowing east) wind up this way for weeks. It usually increases in speed from early morning and peaks around 6-7pm. So I don't get much benefit in the morning, and get punished on the way home. Even the downhills can feel a bit of an effort.
