I'm not so sure about that. He wasn't driving while disqualified, and had no previous convictions....

...until he almost killed someone.

This wasn't the first day, the first evet journey, for this chap on this motorcycle. He'd been doing it a good while before it all went sideways.

He was driving otherwise jn accordance with a licence. He didnt even have that category of licence to be disqualified from in the first place. He was simply unlicenced from the off.

It is very possible he didn't even know that it classed as a motor vehicle once he had modified it.

He knew. Not only did he plead guilty, but if that had genuinely been the case he'd have used it in mitigation, and he didn't.

The sale of these motor bikes ought to be banned except through a proper motorbike dealer. Plus when purchasing a driving licence must be produced and the bike licensed, insured, and with number plates before they can be picked up.
You are applying a condition that doesn't exist for other vehicle ownership. Anyone can go into a motorbike shop (or car dealership) and buy a vehicle. There is no requirement to have a license to drive it in order to own one.

My wife has never had a drivers license yet is the owner of our family car (i.e. she paid for it and it's her name on the receipt) yet she's never even been behind the wheel of it. I'm named as the registered keeper on the V5.
