He just sounds like a cockney geezer trying (and failing) to put on an American accent. Dick van Dyke in Mary Poppins? Some people can do some accents but not others. So the answer is: it varies.

I'm from Manchester and can do a pretty good cockney accent but every time I try to do a Welsh one it ends up sounding Pakistani,
