No, not as I understand it. There is no legal requirement for pedestrians to keep to one side of a shared path, or off a cyclepath, however clearly marked, just as there is no offence of jay-walking on the road. Pedestrians, of all classes of road and pavement users, have the widest range of permissable access.

There is a legal requirement for bikes to keep to their own side of a shared path, and not to use pavements unless they are properly designated as cyclepaths. OK, it's annoying, but that's the way it is.

If you really want to try and get a prosecution for obstruction, good luck to you, but I think you'd be better off just keeping to a reasonable speed on cyclepaths, or using the road.
