looks like fun but whats this -"Racing or proceeding at speed is prohibited. Any rider found doing so will be
eliminated from this ride and excluded from any future rides." does this mean they speed limiting it?

It just means we don't want cyclists to race on the roads and put themselves and others in danger. No speed limit!
