In the 'Tightwad Gazette', it suggests using two Tesco carrier bags with a rubber band on each to keep feet dry in a downpour of rain.

I can imagine those wrist seals will work really well, I am a scuba diver and I guarantee they will be watertight. Just dont forget to adjust the length, which increases the diameter, they will be way too tight for ankles.

I've done this on a CC recommendation. It works but you don't half look daft with yellow bits at the top of your overshoes. But it works very well.

Am sure I've seen some black marigolds. Think that might be the way to go.
